In 2002, South Carolina voters decided it was time for change - and I'm pleased to report today that change is well underway in our state.
We've repaid the state's unconstitutional deficit. The millions of dollars raided from our state's trust and reserve funds have been repaid. We've corrected the questionable accounting practices of the past and made up the corresponding balance.
Economists are reporting our state's dramatic turnaround, describing our economy as "booming" and "robust". In a few short years, we've gone from trailing the Southeast in economic growth to leading not only the Southeast, but most of the nation as well.
Since the beginning of our administration, nearly 125,000 jobs have been created, or nearly 100 jobs a day since January 2003. The job growth during our administration is stronger than any administration since the creation of the Department of Commerce.
In 2004 and 2005, our state's Department of Commerce saw its best years in bringing both jobs and capital investment to our state, and 2006 appears to be on its way to raising the bar yet again. We've passed the first income tax cuts in South Carolina history as part of our efforts to stimulate the economy.
We've signed the first-ever comprehensive tort reform bills in our state. We've created a statewide charter school system. We've strengthened our criminal domestic violence laws. We've put more troopers on our streets and made it more difficult to drink and drive. We've shortened lines at the DMV. We've fought hard to limit wasteful spending. We've passed campaign finance legislation to bring sunlight into South Carolina's all too closed political system. We've infused a business mindset into our cabinet agencies.
